Subject: -               Purchase of One A-0 Size Face up Scanner for use in National Archives of India as per Technical Specifications given in Annexure I

 

Dear Sir,

 

          Director General of Archives invites Tenders/Quotations under “Two Bids System” Technical & Financial Bid for supply, installation and commissioning the following item in National Archives of India.

 

1.      One A-0 Size Face up Scanner with accessories [as per specification in Annexure I].

 

Both the ‘Technical Bid’ and the ‘Financial Bid’ should be submitted separately in a cover duly wax sealed and then submitted in a big envelope. 

 

 Terms and Conditions for Tenderers

 

1.      Only the authorized distributors / dealers and service provider / manufacturer of the required products would be eligible to bid.  A certificate to this effect from the principal manufacturer has to be submitted along with the Tender.

 

2.      Bidder must be a Registered Company in India having minimum of Rupees Fifty Lakh as annual turnover.  The Bidder must warrant that he is financially solvent i.e. he is able to meet all his debits as and when they fall due.  The Bidder should be a profit making company for at least the preceding three years and a copy of the audited account to this effect must be submitted along with the Tender.

 

3.      Scope of Bid: -The scope of bid should include delivery, installation, support during transition, operationalisation, customization, testing, acceptance, warranty support for each individual unit.  The supply and installation of each unit has to be done at the site i.e. premises of the National Archives of India, Janpath, New Delhi. The warranty support for the said items should be for a period of 3 years.

 

5.      The bid may kindly be submitted along with the price in Indian rupee or CIF value in foreign currency (in case of imported item).

 

6.      Bidding: - Each Bidder is permitted to submit only one bid.

 

7.      The cost of bidding and submission of Tender documents is entirely the responsibility of bidders, regardless of the conduct or outcome of the tendering process.

 

8.      The Tenderers should pay a sum equivalent to 5% of the expected cost of the items as earnest money in Indian Rupee by a Demand Draft in favour of the Director General of Archives and drawn on a scheduled bank payable at New Delhi. This should be enclosed in the Technical Bid envelope.

 

9.      The Bids shall be valid for a period of six months from the closing date of submission of the bid.

 

10. An amount of 10% of the cost of the machine will be kept as Performance Security, which will be released after the expiry of warranty period.

11. The bidder should give an undertaking that they will support the equipment for a minimum period of 2 years after the expiry of warranty period.

 

12. The bidder should also quote for the onsite comprehensive AMC [including all spare parts if necessary to be replaced] and also for Non- comprehensive AMC atleast for a period of 2 years after the expiry of warranty period. This should be indicated in the financial bid.

 

13. The bidder should also ensure that they will abide by the AMC quote and should not increase the amount during the period of 2 years after the expiry of warranty period.

 

14. AMC charges will be released quarterly after satisfactory performance of the equipment.

 

15. The bidder should have qualified service engineer trained for the equipment to provide the technical support for installation and maintenance of the equipment during the warranty period and also during the AMC period.

 

16. The Tenderers should give free of cost training for operation and minor maintenance of the Scanner for two persons for 15 days.

 

17. Any breakdown call should be attended within 24 hours after lodging a complaint.  For this the bidder should provide the Engineers contact number like mobile and fax and email. The bidder should also quote the annual maintenance charges on comprehensive basis [including spares required] in the Techno Commercial bid and this should be annexed with the Financial bid.

 

18. If the equipment is not repaired within 48 hours, a penalty of Rs.10,000/- per day will be levied.

 

19. Delivery time of each item after the receipt of confirmed order may be indicated in the technical bid

 

20. The last date of receiving of complete Tender document is upto 12.00 Noon on 13-09-2010.  The Technical Bid will be opened at 3 p.m. on 13-09-2010 in the presence of all representatives of the company who happen to be present at the time of opening the tender. The Tenders are to be deposited in the “Tender Box” kept for this purpose at Reception of NAI.

 

21. The final acceptance of the quotations rests with The Director General of Archives who does not bind himself to accept the lowest rate of quotation and reserves the right to accept or reject any or all of the tenders either in part or in full without assigning any reason thereof.

 

22. The “Financial Bid” of those Tenders which qualify the Technical specification of the equipments stated in the Annexure will be opened at a later date, which will be communicated to the Tenderers.

 

23. In case your quotation is accepted, the goods will have to be supplied within the stipulated delivery period mentioned in the quotation from the date of placing the Firm order at the premises of this Department at Janpath, New Delhi, free of delivery charges on bill basis.

24. The Company should have installed in India atleast one equipment being quoted.

 

25. The Company should have all essential spare parts in stock for replacement/repair during warranty/AMC period.

 

26. The quotations, which do not fulfill all or any of the above conditions or are incomplete in any respect, are liable to summary rejection without further reference to the Tenderers.

          

The quotations should bear the superscription “Quotation for Supply of One A-0 Size Face up Scanner for use in National Archives of India due on “13-09-2010”.

Specification for A-0 Size Face up Scanner

 

 


Specifications for A-0 Size Face up Scanner

 

1.    A-0 Size Scanner having Face up scanning technology, Book Cradle and a board on top of the book cradle of size 36” x 48” (A-0 size) which can scan grey scale and colour images of large format maps. The image scanned should be captured in tiff format.

 

2.    Size: 36” x 48” having Book Cradle facilities for scanning volumes and a flat board on top of the book cradle for scanning flat documents.

 

3.    Media Thickness: upto 10 cm

 

4.    Resolution: True optical resolution ranging from 200 to 600 dpi

 

5.    Scan Mode: RGB 24 BIT, 256 Colours and 16 colour RGB adaptive

 

6.    Colour Image Processing: Brightness, Black and White Point Adjustment.

 

7.    Interface: USB Plug and Play Scanner

 

8.    Scan Software: The software should have facilities for Professional scanning for Archiving. Should have option for image processing after scanning.

 

 

The scanner should be able to scan clearly hand written documents, colour photographs, printed Maps & drawing etc.
